To create a TikTok agency account in Pakistan, sign up on TikTok for Business, open Business Center, select “I am an agency”, add company details, verify if required, then create or connect advertiser accounts, set billing, assign team roles, and start managing campaigns for clients under one agency workspace.
On TikTok, agencies work from TikTok Business Center using an agency-type workspace to manage many advertisers, assets, pixels, users, and billing in one place. You create a Business Center and select “I am an agency,” then add or create ad accounts for clients, assign roles, and handle finance centrally. TikTok also offers a separate Creator Agency Business Center for agencies that represent talent, which requires a registration link from a TikTok account manager.
Business email, legal business name, website, company address, phone, and any registration/tax documents TikTok may request during verification.
Go to TikTok Ads signup and make your login.
In the Business Center, click “Create new” and choose I am an agency. Set country/region, name, time zone, and currency, then create the workspace. Turn on 2-step verification.
These control reporting, billing cycles, and payments, and you cannot change them after creation. If you need a different currency or time zone later, you must create a new account.
Complete company info and documents in Business Center settings.
Add teammates, assign admin or standard roles, and keep 2FA on for all admins.
In Business Center, go to Assets → Advertiser accounts → Add Advertiser Account.
Choose a billing option (prepay, automatic payment, or monthly invoicing, if eligible). Add a valid payment method in Ads Manager or Business Center finance.
If your TikTok agency wants invoices sent to a third party (for example, the client’s finance team), set a Bill-To payer in Business Center.
Create a pixel for each advertiser, install it on sites, and map events for conversion reporting. (You do this from the advertiser ad account within your Business Center.)
In Ads Manager, follow the standard structure: Campaign → Ad Group → Ad. Pick an objective, set a budget, placements, targeting, and upload a compliant creative.
Keep an eye on Account Health and policy notices inside Business Center.
If your agency represents creators, and you need access to Creator Agency tools, ask your TikTok rep for a Creator Agency Business Center registration link and complete the license and contact steps.
Available location targets depend on the country/region your Ads Manager account was registered under. In Ads Manager, start an Ad Group, open Targeting → Location, and check for Pakistan and its regions. If you do not see Pakistan in your list, that is determined by your account’s registration market.
Contact TikTok to request market access, or work through the official local sales partner. TikTok named Jack of Digital as its advertising sales partner in Pakistan, which has been widely reported in the local business press. Agencies often obtain Pakistan-targetable ad accounts and localized top-ups through this route.
Pick the billing mode that fits your workflow (prepay, automatic payment, or monthly invoicing if you qualify). In agency setups, you can also assign a Bill-To payer for clients.
